Collimation Laser Off-Center?

Fellow observers, I recently acquired a new laser collimator for my Newtonian. However, when I rotate the laser inside the focuser, the red dot on the primary mirror moves in a tight circle.

Does this mean the collimator itself is uncollimated? Is there a way to recalibrate the tool, or is this a hardware return scenario?
